Customs & VAT on Corporate Gifts Across the GCC: A 2026 Guide

Sourcing branded gifts from Dubai for offices, clients or events elsewhere in the Gulf is efficient โ€” but only if the customs and tax side is handled correctly. This guide explains how import duty and VAT work when corporate gifts are delivered across the GCC, what paperwork is required, and where Belfast manages the process for you.

Note: rates and thresholds change. Treat the figures below as a working reference and confirm current rules for your specific shipment before ordering.

The GCC customs union in brief

The six GCC states operate a customs union with a common external tariff โ€” most goods entering the bloc from outside carry a standard duty of around 5% on customs value, with some categories exempt or rated differently. Goods that qualify as GCC-origin generally move between member states without a repeat duty. In practice, that means the customs treatment of your gifts depends on where they are made and where they are going.

  • Duty is assessed on the customs (CIF) value โ€” product cost plus insurance and freight.
  • Exports from the UAE are zero-rated for UAE VAT, so gifts leaving for another GCC country are not charged UAE VAT on export.
  • The destination country applies its own import VAT and any duty on arrival.

VAT rates across the GCC (2026)

VAT is not uniform across the Gulf. As of 2026:

  • Saudi Arabia โ€” 15%
  • Bahrain โ€” 10%
  • UAE โ€” 5%
  • Oman โ€” 5%
  • Qatar & Kuwait โ€” no VAT implemented yet (both are expected to introduce it; plan contracts with this in mind).

A 2026 amendment to the GCC VAT framework formally allows each state to set its rate above the 5% floor, so divergence is now the norm rather than the exception. Budget landed cost using the destination rate, not the UAEโ€™s.

Documentation youโ€™ll need

Cross-border corporate gift shipments typically require:

  • A commercial invoice showing accurate values and descriptions.
  • A packing list matching the invoice.
  • Correct HS (tariff) codes for each item type.
  • A certificate of origin where GCC-origin duty relief is claimed.

Under-declaring value to reduce duty is a false declaration and risks holds, penalties and reputational damage โ€” never worth it on a gifting order.

How Belfast handles it

Belfast prepares the export documentation and manages customs clearance as part of GCC delivery. We ship to Saudi Arabia, Qatar, Oman, Kuwait and Bahrain by land, air or sea, choosing the route by destination and urgency. Duties and destination VAT are calculated per shipment so you know landed cost up front.

Plan around lead times

Customs adds time as well as cost. Factor clearance into your schedule โ€” our GCC delivery lead times guide breaks down what to expect by country, and our corporate gifting lead times page covers branding turnaround.

FAQ

Do I pay UAE VAT on gifts shipped to Saudi Arabia?

Exports from the UAE are zero-rated for UAE VAT. Saudi Arabia applies its own import VAT (currently 15%) on arrival.

Is there customs duty within the GCC?

Goods that qualify as GCC-origin generally move within the union without a repeat duty. Goods originating outside the GCC typically attract the common external tariff on first entry.

Who arranges customs clearance?

Belfast prepares export documentation and manages clearance as part of GCC delivery, so you donโ€™t coordinate it separately.
